Bob Welch has id'd this as his friend - Ben Bowler from Santa Barbara area. 

"He was from the Santa Barbara area and loved Rincon. He was always a no frills low key guy and this one pic captured him perfectly. He told me this shot was taken at low tide, late afternoon Rincon. He was riding an experimental very short hydrohull board designed by his brother Tim and Greenough. He swore by it. Unfortunately the board was stolen from his car shortly after while he was at work and it was never recovered, nor did it surface anywhere in this area. I haven't seen Ben sinced he moved back after graduating around'82. He really appreciated the unidentified caption it was given.

Wonder if he'll accept the credit now? Hey Ben......the jigs up!"
